Postsecondary Enrollment Options Program Final Report. January 1987.

The Postsecondary Enrollment Options (PSEO) Act enables 11th and 12th grade public school students to enroll either full-time or part-time in postsecondary courses, promotes rigorous educational pursuits, and provides a wider variety of options for students. Six sections are as follows: history of the program (program information activities, 1985 fall term preliminary evaluation, and legislative amendments); 1985-86 program evaluation (overview, discovering the PSEO program, choosing the PSEO program, student characteristics, postsecondary institutions attended, activities and performance at the postsecondary level, and other program factors); overall program assessment (perceived student characteristics, problems, advantages and disadvantages, and areas for change); fiscal impact (funding formula, defining fiscal impact, variables, absolute impact, differential impact, PSIs, transportation, and concluding remarks); 1986-87 program information (enrollment information and 2-year comparison); and state policy issues (admission standards, advanced placement, cooperative plans, summer school, nonpublic school participants, comparability, counseling services, credit appeals, and compulsory attendance). Four appendices are: tables A1 to A13 and survey instruments; methodological notes; programmatic information; and fiscal impact methodology. (SM)
