Student Housing at Ontario Universities: Study, Report and Recommendations.

A study of Ontario's university student housing was undertaken to provide a province-wide information base, relate student housing to the universities' educational mission, review the legislative context, analyze statistics on demand and supply, describe institutional structures for managing housing, and assess the adequacy of government policies for financing residences. The results of the study are presented. Recommendations are made concerning: the universities' articulation of policy objectives for university-provided student housing, including refinement of residence mission and off-campus housing statements, evaluating institutional housing supply-and-demand situations for system-wide compilation, reviewing residence priority policies, reviewing data for inclusion in an ongoing database, offering a training program for new employees in university housing operations, and giving attention to cooperation with local government concerning off-campus housing quality; functions of the Ontario Association of College and University Housing Officers, including development of a campus housing statement of purpose, development of a statement of desirable off-campus housing characteristics, developing a new employee training program, offering an annual training session for new-employee trainers, and formalization of structure; and functions of the Council of Ontario Universities, including initiation of discussions with student groups and maintaining a database.
