Ohio Preschool Special Education Interagency Collaboration Grant. Final Report: Year One.

The primary goal of this grant project was to develop a resource manual on interagency collaboration training for preschool personnel responsible for providing early childhood special education programs in Ohio. The project's first year activities included a literature review and a statewide survey upon which to base the manual. The literature review identified definitions and goals of collaboration, characteristics of interagency collaboration, forces behind collaborative efforts, group dynamics and processes, restraining forces in collaboration, and problems with interagency agreements and their solutions. The literature review led to development of a survey of Ohio service providers of the 3-to-5-year-old early childhood special education population. A total of 1,075 surveys were mailed; 300 were returned, representing a 28% return rate. Data analysis assessed current status of preschool interagency collaboration in four groups of respondents: total group; respondents reporting successful collaboration; respondents from public schools with Preschool Incentive Grants and State Foundation programs; and respondents who had received Ohio Curriculum Training. The one factor identified as most helpful in preschool interagency collaboration was networking with other persons or agencies, followed by having a common goal/child-family focus, and receiving support services from technical assistance programs. Respondents were also asked to indicate essential factors for collaboration, inhibiting factors in collaboration, inter/intra-agency communication strategies, strategies for conflict resolution, and training needs.
