A Report on the Impact of Special Education on Minority Students in the Brandywine, Christina, Colonial, and Red Clay Consolidated School Districts in Delaware, 1987.

The study evaluated special education services to minority students in four Delaware school districts (Brandywine, Christina, Colonial, and Red Clay). The study identified three major concerns: (1) reduction of the high percentage of minorities in special education, (2) employment of minority professionals in special education, (3) and services to minority special education students which guarantee procedural safeguards, appropriate programs, and parental involvement. Thirteen specific questions were developed and data gathered from such sources as interviews with principals, students, teachers, counselors, parents, as well as from student records. The study led to nine recommendations such as the following: continuous monitoring of the percentage of minority students in special education; continued efforts to employ minority professionals; provision of full time programs in regular classes for students with educational difficulties; full implementation of state procedures particularly in the areas of prereferral intervention and least restrictive environment; inservice education programs focusing on assessment and service delivery as well as cross cultural understanding; development of preschool programs; and concerted outreach to secure transportation for parents to enable them to participate in school conferences.
