Maryland Governor's Task Force to Study Adoption Procedures in Maryland, Baltimore.
This report focuses attention on the quantity and timeliness of adoptions in the state. The report begins with an overview of current adoption practices and procedures in Maryland. A series of 54 recommendations follows. The recommendations are based on the following issues: (1) legal barriers to adoption; (2) barriers in local departments of social services and in the state which prevent children from being freed and placed for adoption; (3) recruitment of families for special needs children; (4) the Maryland Adoption Resource Exchange and National Exchange Resources for Placing Special Needs Children; (5) purchase of service; (6) transracial adoptions; and (7) post-placement and post-legalization services. In addition, an executive summary of the full report is included as an appendix. (RJC)
