This document represents the sixth update of the 5-year plan adopted by the Maricopa County Vocational Education Planning Council in 1985 to coordinate secondary, postsecondary, and university level vocational education. Introductory sections provide background information on the council and briefly describe its planning assumptions with respect to technological, financial, demographic and economic trends. Next, a brief progress report for fiscal year (FY) 1988-89 is provided on the Council's eight main goals: horizontal and vertical articulation of vocational education programs; the coordination of public and private vocational education; the use of labor market information in planning; the enhancement of student retention and dropout prevention efforts; the enhancement of employability skills instruction; the establishment of new partnerships with business and industry; the acceptance of vocational courses for academic credit; and the dissemination and use in the county of Council planning guides, such as "To the Future." Finally, goals and recommendations are presented for FY 1989-90. The bulk of the report consists of extensive appendices, providing: (1) a more detailed report of the progress made on each of the Council's eight goals during 1988-89 by individual school districts; (2) a description of the revised course credit articulation procedures and the status of high school to community college articulation in the county; (3) a table ranking current and projected occupational employment and demand in the county; (4) a directory of Council members; and (5) an inventory of county occupational programs.
