Texas' eighth annual evaluation of state-approved gifted/talented programs consists of four components: (1) an evaluation of operational programs; (2) a case study of high school gifted/talented programs; (3) an evaluation of developmental programs; and (4) a survey of districts without state-approved gifted/talented programs. The evaluation of operational programs focuses on student identification, enrollment, program organization, curriculum, and staff development. The case study of high school programs examines the interrelationships among a number of school, program, and student variables in relation to students' scores on standardized tests. The case study covers district demographics, student characteristics, organizational patterns, areas of program emphasis and class size, number of hours spent doing homework and number of semesters completed in four subjects, number of honors and Advanced Placement Courses, students' participation in extracurricular activities, students' perceptions, and teaching skills used in the gifted/talented program. The developmental component evaluates programs being initiated but not yet operational, detailing program development, enrollment, program organization, and teacher and administrator training. The fourth component identifies reasons why the districts without gifted/talented programs have not applied for state funding. Short sections on special projects, methodology, and a review of the literature are also included, as are 27 tables and 5 appendixes containing supplementary statistical analyses. (PB)
