Reading Treasures. Phase I and Phase II.

Based on the premise that a school reading program must focus on the learner and the text, this guidebook is designed to serve as a resource for school districts, groups, or individuals involved in planning, implementing, and evaluating reading programs. The guidebook is divided into two phases. Phase 1, "Guidelines for Developing and Strengthening K-12 Programs," includes sections on "The Reading Committee,""Review of Research,""Needs Assessment for Evaluating Reading Programs,""Philosophy of Reading,""K-12 Reading Curriculum Guidelines," and "Implementation." Phase I also includes appendixes providing a K-12 reading curriculum guide and a list of instructional resources; a glossary of reading terms; and a bibliography. Phase II, "Reaching for Treasures: Instructional Strategies for Implementing Reading Treasures," contains two sections: "Instructional Strategies for Reading Instruction in the Elementary School" (describing strategies for each of seven goals) and "Instructional Strategies for Reading Instruction in the Content Areas" (describing strategies for before, during, and after reading).
