Technical Co-operation between Developing Countries in the Field of Human Resources Training. Training Policies Discussion Paper No. 9.
This paper describes the progress achieved in the fields of vocational and management training as well as the contributions made by the technical services of the International Labor Office to the efforts of developing countries. The paper is organized in five sections. The first section describes cooperation between management training institutions; it provides some general principles for this type of cooperation, as well as ideas for organization and follow-up of programs. The second section provides examples of technical cooperation between developing countries in the field of vocational training. They include the Inter-American Centre for Research and Documentation on Vocational Training, the Asian and Pacific Skill Development Program, and the Inter-African Centre for the Development of Vocational Training. In the third section, factors favorable or unfavorable to technical cooperation between developing countries in the field of vocational training are discussed. The fourth section describes measures for the reinforcement of technical cooperation between developing countries, and the final remarks contained in the fifth and last section reinforce the benefits of cooperation.
