A hearing was held to explore issues of foster care, child welfare, and adoption reforms, and to examine the implementation of the Adoption Assistance and Child Welfare Amendments of 1980. The Amendments were designed to emphasize preventive services that would strengthen families, prevent the unnecessary placement of children in foster care, assure appropriate services for children in foster care, and entitle children to permanent homes. Individuals and organizations interested in presenting oral testimony were asked to address one of the following issues: (1) overview of the programs; (2) administrative issues; (3) services designed to prevent the need for foster care; (4) services and case management for children in foster care; and (5) the future of child welfare services. Over 50 individuals and organizations provided testimony; over 30 submitted statements for the record. (RH)
