With the ninth module in a 17-module self-instructional course on student financial aid administration, novice financial aid administrators are taught about financial aid award packaging. A fundamental understanding of management of federal financial aid programs authorized by Title IV of the Higher Education act is provided. After completing the module, the user should be able to define the term "financial aid award package," list the components used to determine financial need prior to packaging, identify factors that must be considered when developing a packaging policy, and identify packaging techniques and options an aid administrator might use. Information is offered on the following topics: development of packaging as a concept; development of an institutional policy (federal guidelines, identifying the institution's philosophy and objectives, institutional objectives in awarding aid, and other contributing factors); general principles in awarding federal and state assistance; developing a general policy statement and a detailed packaging policy (standard features of a packaging policy and examples of detailed award packaging policies); implementing the policy (development of office procedures, steps in packaging, case studies, manual award packaging, automated award packaging, and award notification and appeal procedure); and packaging techniques and variations.
