Assuring Access to Education for Homeless Children and Youth. Maine State Plan.

This report presents the Maine state plan to assure equal educational access for homeless children and youth, in accordance with Section B of the Stewart B. McKinney Homeless Assistance Act of 1987 (the McKinney Act). Section I of this report summarizes the McKinney Act charge to the states. Section II describes the Department of Educational and Cultural Services (DECS) decision to commission a study by the Human Services Development Institute (HSDI), and the process by which HSDI recommendations, DECS input, and suggestions of an ad hoc Advisory Committee were used to develop the 1989-90 plan. Section III reports on public review and comment through hearings and focus groups throughout the state. Section IV, "A Plan of Action," is comprised of the following five goals: (1) assuring access to homeless education; (2) providing technical assistance; (3) establishing community based case management; (4) increasing public awareness; and (5) establishing a student tracking system. Each goal includes several specific objectives and timelines for implementation. Section V, the Appendix, includes the following documents: (1) Maine statutes pertaining to student eligibility; (2) the roster of the DECS Homeless Children and Youth Project Advisory Committee; (3) notice of public hearings; and (4) the Executive Summary of the report, "Educational Access for Homeless Children and Youth in Maine."
