Solutions in Progress: Results of a Survey of Literacy Programs and Activities.

A study examined the role of the state in providing adult literacy services. Questionnaires were sent to state adult education directors, state library directors, and state literacy commission directors in the 50 states and five territories, with a varying rate of return approximating 75 percent. Each questionnaire sought information about budgetary matters, program criteria, demographics, needs assessment, program management, and evaluation. Some of the results of the surveys were as follows: (1) states are increasing their monetary commitment to literacy services; (2) state library directors estimate it costs approximately $260 to keep one adult in a library-related literacy program for one year, whereas keeping one illiterate adult in an adult-education-sponsored program for one year costs about $514; (3) adult education directors estimate that about 700,000 adults 16 years and older need literacy services in each state, but only 9 percent are receiving them; (4) state library directors estimate that for 1986 and 1987, 55,000-65,000 persons received literacy services through state and local public library programs; (5) 42 percent of the states have conducted needs assessments; and (6) insufficient funds, followed by lack of student motivation, were perceived as the greatest barriers to providing literacy services.
