This report assesses the impact of testing on the national minority teaching force. Its central focus examines the impact of teacher competency tests on prospective minority teachers and, where data are available, the impact of testing on veteran teachers is assessed. State-by-state profiles are presented. A case study of a single state, Florida, with an extensive secondary school through higher education testing program, is provided to illustrate the full impact testing is having on the aspirations of minority youth who wish to be teachers. In addition, the impact of state testing policies and programs on historically black institutions is assessed. An analysis of the trends revealed by the study suggests that teacher competency testing as it presently exists in most states needs to be reexamined. (JD)
