Review of the San Diego Community College District Educational Master Plan, April 1988.

In March 1988, the Board of Trustees of the San Diego Community College District requested a review of the district's educational master plan in light of many internal and external changes that had taken place since 1976. In response to the request, the district surveyed the chancellor, college presidents, other administrators, and faculty concerning the extent to which the goals and objectives of the master plan had been met. Respondents were asked to evaluate the District's achievement of goals to meet the needs of students, including: (1) minimizing barriers to education; (2) creating a climate that fosters learning and good academic performances; (3) providing a full range of counseling, guidance, and placement services; (4) offering a transfer program that prepares students for further academic success; (5) providing an occupational program to upgrade students' existing skills or prepare them for new occupations; (6) increasing students' cultural, political, and economic awareness; and (7) satisfying needs for good health and physical well-being. Goals to meet the needs of the staff and institution were also evaluated, including maintaining a climate of cooperation and mutual dedication; recruiting and retaining competent staff; providing staff with opportunities for professional growth; and ensuring that organizational structures and procedures assure quality service and economical use of resources. Finally, the survey examined the District's achievement of its goal to meet the non-instructional needs of the community through participation in its cultural, intellectual, and recreational life. The district's success in achieving the goals and related specific objectives is assessed in the report. (AYC)
