Drug Abuse Prevention: Further Efforts Needed To Identify Programs That Work. Report to the Select Committee on Narcotics Abuse and Control, House of Representatives.
General Accounting Office, Washington, DC. Div. of Human Resources.
At the request of Congressman Charles B. Rangel, the General Accounting Office (GAO) conducted an investigation of federal efforts in drug abuse prevention and education activities, focusing on: (1) how the federal government provides leadership and coordination; (2) the federal agencies involved in drug abuse prevention and education activities; (3) how much agencies are spending and for what types of programs and activities; and (4) how programs and activities are evaluated for effectiveness. The GAO interviewed program, budget, and evaluation officials at 12 departments or agencies that were involved in prevention and education activities, concentrating efforts on agencies with the highest funding levels for such activities. The GAO analysis revealed an increase in funding for prevention and education in the area of drug abuse, a change in the federal role in drug abuse prevention, evaluations that were of the less rigorous type, ineffective early prevention efforts, and concerns about spending new funds. The GAO recommended that the Senate adopt state and local reporting and technical assistance requirements, that Congress provide states with the authority to reduce or terminate funding in cases where reasonable progress is not being made following provision of such assistance, and that the accountability of state and local programs be increased under the Anti-Drug Abuse Act of 1986. Ten data tables, five figures, and four appendices are included. (NB)
