University Teacher Education Councils.

This study presents the results of a survey of teacher education councils in National Council for Accreditation of Teacher Education (NCATE) approved teacher preparation colleges in 48 states and the District of Columbia. The survey was conducted through a questionnaire structured to determine how teacher education councils are organized, how they function, and how effective they are perceived to be. Responses from 118 institutions provided a profile of each council's size and membership, leadership, and reporting patterns, whether or not council votes were advisory or binding, and the council's general functions. Alternatives to teacher education councils are briefly discussed. Four complete descriptions of different kinds of councils or approaches to university governance are appended, offering examples of: (1) a systems approach that is not a council; (2) use of by-laws governing a well-defined council; (3) a program unit established by legislative mandate; and (4) a curriculum sub-committee structure.
