Documenting a cumulative attack on the freedom to learn, which strikes at the heart of public education, this report describes how censorship has grown since 1982, highlighting trends that have emerged over five years, the actors, the challenges, and the results. Following an introduction, the report documents the state of censorship for 1986-1987, followed by a look at censorship trends occurring during the past five years. Next, the report provides three case studies of censors in action, and describes five groups that are part of a larger network involved in promoting a conservative agenda in public education. The report then discusses the language of censorship, focusing on terms such as "secular humanism" and "values clarification." Finally, the report summarizes the status of censorship efforts in each of the 50 states.
