The Delivery of Human Services. Report of the Workshop (New York, New York, November 23-25, 1986). Youth Corps Exchange Project 1986-1987 Workshops.
Jucovy, Linda
This workshop report deals with developing a youth service corps. Twenty-nine representatives from 15 youth corps attended the workshop, the second in a series of six sponsored by the Youth Corps Exchange Project. The report begins with an overview of the highlights of the workshop. The second section, which discusses the need for human services, includes descriptions of the following youth corps programs: Community Service Volunteers (a program in England), the Washington Service Corps, the Minnesota Youth Service, the New York City Volunteer Corps (CVC), and the East Bay Conservation Corps (in the Oakland, California, area). Each program description contains information on the program's background, design, and funding. The third section discusses the following corpsmember issues: assessing corpsmembers' capabilities; working in crews versus working on an individual basis, and determining the role of the crewleader. Two project-related issues--rotational versus one-time projects and project length--are discussed in the fourth section. The fifth section deals with the issue of charging fees for services and avoiding competition with existing agencies and jobs. National and local resources, ways of adding human services to an existing conservation corps, elements of a successful project, needs, training, supervision, job content, and project negotiation are discussed in the section on project development. The next section describes one of the CVC project sites, the Playing to Win Computer Center. (MN)
