Special Education Training and Resource Center Program (SETRC) 1984-85. Final Report.
New York City Board of Education, NY.
This report presents the evaluation of the 1984-85 Special Education Training and Resource Center Program (SETRC) of the Division of Special Education of the New York City Public Schools. The program provided training activities to: (1) support the transition to new state regulations by training special and general educational personnel; (2) meet local needs by training special educators and parents of special education students; and (3) meet state training objectives in Division priorities. This was the second of a 2-year phase-in of the Part 200.6 Regulations. Additional purposes during the phase-in were to: develop awareness of the implications of grouping by function rather than by handicapping condition; and promote consistency between general and special education curricula under the Regents' Action Plan. During 1984-85, 31,338 participants were served in 2,603 training sessions totaling 7,042 hours. Objectives were not fully met for occupational educational personnel, parents, parents and teachers of preschool handicapped children, Regents' Action Plan initiatives, and teaching limited English proficient students. Reasons for the failure to fully meet objectives for the latter areas are given, as are recommendations for improving the impact of the program. (KM)
