Papers presented at the Joint Conference on Assessment as a Tool for Achieving Excellence in Teacher Education dealt with the following questions: (1) What formal instruments do you use to evaluate student growth and development in teacher education programs? (2) How effective are those instruments? (3) What do you do to assess students' personal qualities such as attitudes and commitment to teaching, in relation to what we already know about teacher effectiveness? (4) What do you do to assess the knowledge and skills required by students in your teacher education programs? and (5) How do you evaluate the effectiveness of instruction which takes place in your teacher education program? Small groups discussed the prepared papers and recommendations were summarized in a concluding plenary session in terms of six themes: (1) strategies in designing assessment programs; (2) areas of assessment; (3) assessment techniques; (4) assessment of basic skills; (5) assessment beyond the university experience; and (6) funding for assessment. This monograph includes the full keynote address of the conference, the papers, and closing remarks. (JD)
