An Articulation Model for Vocational Programs between a Secondary Area Vocational-Technical School and a Community College in Pennsylvania.

A model is presented for the articulation of programs between a secondary vocational-technical school and a community college in Pennsylvania. First, the report describes how the model was developed and field-tested using a research and development methodology and a decision-facilitation evaluation model. Next, a literature review is presented, covering definitions of articulation, advantages of articulation, enhancers and inhibitors, existing models, techniques and recommendations, and research design. Steps in developing the model are examined next, including establishment of a research base, formation of a joint planning committee, selection of program, development of a policy statement, determination of field-test objectives, review of related literature, establishment of an advisory committee structure, and sequencing of activities. Next, the model for articulation is presented, with focus on the following components: (1) formation of an Articulation Advisory Committee (AAC); (2) preliminary meeting of faculties; (3) first meeting of the AAC; (4) inservice training to provide an orientation to competency-based vocational education, define the scope of the program, and select an occupational analysis; (5) verification of the occupational analysis; (6) incumbent worker survey; (7) determination and validation of terminal performance objectives; (8) development of plans for student recruitment, placement, and training and recruitment in industry; (9) development of criterion-referenced tests; (10) development of a plan for resource sharing; and (11) formal agreement.
