The first Master Plan for Florida Postsecondary Education is presented in four documents. The first document considers the relationship between state needs and postsecondary education and offers recommendations for strengthening educational performance and process, as well as organization, coordination, and management. In analyzing current needs, attention is directed to population, enrollment patterns, responsiveness of postsecondary education, needs of minorities and other special populations, and economic development needs. Future needs in the state, including population changes, needs for professional programs, and enrollment projections, are also discussed. Additional areas of concern include: distinctive roles in undergraduate and graduate education and comprehensive roles in undergraduate, vocational, adult, and remedial education; coordination and cooperation in using resources among different educational levels; program evaluation, program budgeting, and student tuition and financial aid policies. Attention is directed to strengthening faculty, academic libraries, undergraduate education, graduate education, professional education, postsecondary vocational education, education for adults, and remedial education.
