Future Funding of Post-Secondary Education [in Minnesota]. Final Report of the Task Force.

Current and alternative funding policies and their projected effects are addressed in this final report of the Minnesota Task Force on the Future Funding of Postsecondary Education. After considering the formation and proceedings of the task force, the following legislative funding policies are discussed: legislative appropriations process, enrollment bulge funding, core funding, program funding, and special appropriations. Allocation policies to the community colleges, state universities, the University of Minnesota, and vocational-technical institutes are also covered. Alternative funding policies concern: average cost funding, fixed and variable cost funding, core funding, and program funding. Funding policy evaluations consider the following issues: innovative resource management, equity, recognition of cost patterns, quality, and productivity. Attention is also directed to educational issues related to funding policies, including: the size and number of postsecondary institutions, effectiveness, productivity, the private sector, coordination, and the relationship between costs and financial aid. The report concludes with 11 findings of the task force and 7 recommendations. (SW)
