The purpose of this project is to ensure that children enrolled in private, nonprofit schools within the geographic boundaries of the District of Columbia have equitable participation in Education Consolidation and Improvement Act (ECIA) activities as compared to those enrolled in public schools. Practices have been established to fulfill the requirements and regulations and to assist these schools in planning, implementing and evaluating their programs. These practices are to provide goods and services; to provide opportunity for participation; to exercise direction and control over funds; and to monitor the provision of services. Evaluation follows the Planning, Monitoring, and Implementing (PMI) evaluation model for decision-making developed by the Division of Quality Assurance, District of Columbia Public Schools. The evaluation design for the project, developed at the beginning of the project year, consisted of reporting intended inputs, processing and outcomes on specially designed status report forms. This final report includes the interim report data brought up to date, plus the agreements and discrepancies between intended and observed outcomes for two objectives: that by June 30, 1986, the majority of private nonprofit schools shall have complied with all regulations and with their program plans, and that the ECIA administrative staff shall have established a computerized system to track data of participating private, nonprofit schools.
