Child Sexual Abuse: Policies, Procedures, and Guidelines.
Blass, Rosanne J.; And Others
The legal obligation of Ohio school employees to report situations of suspected child abuse and neglect has generated a need for school districts to adopt a written policy together with guidelines and procedures to assure school personnel are aware of the mandate to report and have a structural procedure to do so. The written policy should: (1) insure suspected abuse is reported with a minimum of disruption of the educational process; (2) outline reporting procedures consistent with the authority structure of the school system; (3) discuss safeguards to confidentiality; and (4) include provisions for periodic policy review. Members (N=65) of the Greater Cleveland Superintendents' Association were surveyed about their schools' policies. Of the 23 responses, 14 indicated they had a board policy regarding child abuse and 10 of these 14 had procedures for carrying out the policy. Thirteen school districts provided inservice training regarding child abuse. Some of the schools without policies were developing them. (Also included are the survey instrument, respondents' comments, recommendations to schools without policies, a sample policy outline, an individual district's written policy, the section of the relevant Ohio law, Ohio Department of Public Welfare policies and procedures, the Cuyahoga County Welfare Department Sex Abuse Policy, and the Cleveland Police Department policy on child/sex abuse.)
