The Board of Education and the administration of the District of Columbia Public Schools cooperated to compose a five-year plan for the 1983-87 school years. Long range and intermediate objectives of the plan are described and the offices accountable for them are indicated. The program for the 1986-87 school year is extracted from those objectives. This one-year plan details each office's responsibilities in contributing to improvement in the following priority areas: instruction, management, planning, quality assurance, resource development, and relations with the community and Board of Education. Timelines for the development of the plan together with an outline of the 27 steps in the planning process explaining responsibilities of all relevant divisions and offices are provided in an insert to the document. Also included is the District's blueprint of priorities for the 1988-92 multi-year plan. That five-year plan will emphasize progress in : 1) instruction and curriculum; 2) personal and social issues, including self-image, citizenship education, and drug abuse; 3) educational services and co-curricular activities, including counseling, professional development, attendance, and athletics; and 4) management, including school leadership, personnel procedures, secondary school improvement, and computerized management.
