A Generation of Failure: The Case for Testing and Remediation in Texas Higher Education. Final Report and Recommendations of the Committee on Testing.
Texas Coll. and Univ. System, Austin. Coordinating Board.
The merits of a state testing program that would measure the basic skills of college students and provide a basis for improvement was studied in Texas in 1985 by the Committee on Testing. Basic skills among colleges students and the use of postsecondary testing and remediation programs were studied in several states. The review included various types of tests and their merits, the impact of testing on minority students, the implications of requiring a test at the sophomore level, and the effectiveness of remedial and developmental education programs. Committee members held nine meetings, visited testing programs in Florida and New Jersey, heard the views of employers, and conducted five public hearings throughout Texas. Recommendations of the committee include the following: that (1) by 1989, freshmen at public colleges be tested in reading, writing, and mathematics skills at levels required to perform effectively in college; (2) that a strong advising program be developed so that appropriate course placement occurs; (3) that nondegree credit remedial opportunities be offered at public colleges; and (4) that remediation be required when a component of the basic skills test is failed.
