A school district's long-range facilities plan is a compilation of information, policies, and statistical data about the district. The plan enables the district to determine and select among the alternatives for allocating facility resources to achieve the district's objectives while meeting community needs. This guide contains information on the basic requirements, planning processes, and personnel involvement needed for the development of a long-range facilities plan, regardless of enrollment trends, particularly in California. A systems approach for planning and problem solving is recommended. The guide is divided into five parts. The first part identifies the critical elements of a statement of district educational programs and goals. Part 2 describes how to prepare and report on a comprehensive evaluation of the utilization and condition of district facilities. The third part explains the processes involved in conducting a comprehensive demographic study of the district. The development of methods for prioritizing the district's facility needs and for implementing procedures for carrying out the facilities plan are covered in the fourth part. Part 5 reviews the essential aspects of policies for evaluating and revising the long-range plan. Examples of forms that can be used in each phase of the planning process are included.
