This handbook interprets New York's education laws that require each public school district to provide permanent and requested noninstructional services for resident nonpublic school pupils. Each chapter describing a service includes a question and answer section; the document's final pages list legal citations and education department contacts. Chapter 1, "Health Services," describes Education Law 912, which directs that districts make equivalent health and welfare services available to all students. Questions cover implementation and requirements. "Textbook Loan Program," chapter 2, discusses district purchase and loan of textbooks. Questions concern types of textbooks, administrative obligations, and equitable treatment. Districts' purchase and loan of computer software programs is analyzed in chapter 3, "Computer Software Loan Program," where questions of implementation, exclusions, and obligations are discussed. Chapter 4, "School Library Materials Loan Program," explains district loan of learning aids to nonpublic schools. The program is administered in the same manner as the computer program. The law requires noncity districts to provide transportation for pupils, and this provision is described in chapter 5, "Transportation Services." Questions address methods, handicapped pupils, and dual enrollment. "Dual Enrollment Programs," chapter 6, analyzes enrollment of nonpublic school pupils in three categories of public school programs: occupational, handicapped, and gifted education. (CJH)
