This handbook provides guidelines for rural areas throughout Virginia or the nation for establishing an employment counseling and placement service. The first section focuses on the Job Referral Service (JRS) organization and administration. It describes the responsibilities and roles of (1) the school administration and faculty who provide support services and supervision, (2) student aides from the business office education program who act as receptionists and clerical assistants in the JRS office, and (3) volunteers (retired business professionals) who interview applicants, receive job orders from employers, and match applicants with job orders. Section 2 discusses school and community benefits from the JRS. Appendixes include sample program materials and forms, such as a budget outline, data cards, applicant interview log, job order form, materials for the office simulation program that provides student aides, and an evaluation form. A six-page pamphlet on the program is attached. It contains information on JRS background, concepts, and operation as well as some statistics. (YLB)
