Still Waiting for a Sign. A Report on the Montgomery County Board of Education and Montgomery County Public Schools, 1985-1986.

In September 1983 the Montgomery County Public Schools began an effort to design and implement a plan which would reduce the disparity in academic accomplishment between its white and minority student. Statistics for the 1985-86 school year demonstrate that the school system still does not provide an equal educational opportunity for all students. The most serious problems are the following: (1) the school system still operates with only token minority representation on the professional staff, although more than one-third of the students are minorities; (2) standardized test scores for Blacks and Hispanics improved in only a few areas and grades, but stagnated or declined in general; (3) minority students are overrepresented in special education and underrepresented in gifted and talented programs; (4) larger proportions of Black students are suspended each year; (5) Hispanic and Black students are disproportionately affected by the rules regarding loss of credit for non-attendance; (6) teacher and administrator attitudes are frequently antagonistic to Black students' attempts to gain more from their school experience.
