To focus national attention on early childhood issues, the National Governors' Association's Committee on Human Resources and Center for Policy Research and Analysis sponsored a conference, "Focus on the First Sixty Months." Through keynote addresses and panel presentations, information was shared on the needs of young children and state programs and approaches which are successful in meeting those needs. Excerpts from the keynote addresses provide a broad statement of why the National Governors' Association is very interested in public policy affecting young children. Panel presentations focused on the prevention of children's health problems; prevention of family problems with young children by providing family support services; prevention of children's education problems; and on taking action and program implementation.
