Report of the Chancellor's Task Force on Community Colleges.

Designed to address major statewide issues and concerns facing the community colleges of the State University of New York (SUNY), this report offers background information, analyzes existing problems, discusses the methods used to investigate each problem, and offers recommendations concerning governance, intersegmental relations, programmatic issues, and funding. Chapter I analyzes the following issues related to college governance: the relationship between college and sponsor, the relationship between the community colleges and SUNY, the role and responsibilities of trustees, and the internal governance processes on campuses. Chapter II explores the relationships among SUNY, the state-operated colleges, and the community colleges, with regard to the following issues: information on the flow of transfer students, outcomes of the SUNY system of community colleges, and transfer articulation. Chapter III examines academic and general programmatic issues, including support for planning and program/service development, information for decision making, professional development, and program responsiveness. Finally, chapter IV looks at issues related to the New York State funding formula for community colleges, including tuition, state support, local support, and total revenue and expenditures per full-time equivalent student.
