A hearing on reauthorization of the Higher Education Act of 1965 is presented that focuses on programs that provide services to students, including the TRIO Programs: Upward Bound, Talent Search, Educational Opportunity Centers, Special Services, and the training authority. It is proposed that secondary and postsecondary schools be helped to provide improved information and counseling services to students (and graduates) to facilitate their college and employment decision-making. To increase awareness of the availability of student assistance, a national center for postsecondary opportunity is proposed. Additional suggestions include: increased TRIO services and funding that reach the Hispanic community; and focusing TRIO services more directly to meet the unique educational needs of Hispanics. Also considered are the High School Equivalency Program and the College Assistance Migrant Program (HEP/CAMP). CAMP involves tutoring, facilitators, and guidance counselors familiar with the backgrounds and problems of migrant/seasonal farmworkers. Attention is directed to the following issues: the need for multiyear funding for HEP and CAMP; consideration of past performance as a selection criterion for HEP and CAMP funding; and the need for increased appropriations for HEP and CAMP programs.
