Visions of Reform: Implications for the Education Profession. The Report of the ATE Blue Ribbon Task Force.

This report presents an analysis and implications of three current and major education reform reports. Part one reviews and analyzes the National Council for Accreditation of Teacher Education (NCATE) redesign, the Holmes Group report, and the report of the Carnegie Forum on Education and the Economy. Part two points out the implications which the reform efforts hold for state education agencies, public schools, and institutions of higher education in the areas of policy development, leadership/assistance, monitoring/evaluation, and marketing. Also included are "Commentary" and "Look to the Future" sections to provide a basis for thinking about the potential impact of these reports. The report generally supports the redesign of NCATE, but raises serious questions about the Holmes Group exclusionary model for preparing teachers. The report also cautions about the Carnegie Forum proposals for a national board to certify teachers, and for directly relating teacher incentives to standardized student product measures. (JD)
