Illinois State Commission on the Improvement of Elementary and Secondary Education, Springfield.
This report contains the findings and recommendations of a special time-limited commission that examined the status of education in Illinois. Conclusions are presented on the Commission's two basic theme questions: "How adequate are the state's expectations for instructional standards and pupil performance across all ages?" and "How can we assure that our schools are adequately preparing youth for higher education and/or the public/private employment sector?" Conclusions reflect considerations of standards and requirements for pupils, curriculum, the role of parents, governance, school personnel preparation, and organization and resource/time allocation. Recommendations are presented in three sections dealing with: (1) instructional standards and pupil performance; (2) school personnel; and (3) organization and administration. Each sections begins with an introduction, continues with problem statements, and then presents specific recommendations for state or local action. The recommendations are action oriented and intended to serve as guidelines for further review and action in school improvement endeavors. (JD)
