Recommendations for appropriations to each public college and university in Alabama are presented by the Alabama Commission on Higher Education in its 1984-1985 unified budget report. After explaining the basis of the recommendations, attention is directed to operating needs for 1984-1985, higher education appropriations for 1983-1984, and funding formulas. The 1984-1985 budget recommendations are provided in three segments: (1) a basic operating budget that stresses instructional program needs while providing minimum increases (6%) in support for most research and service activity; (2) additional increments to the budgets of a number of institutions to provide critical support or to realize important opportunities; and (3) a listing of programs and amounts proposed for funding from one-time funds. Tables provide for each college and for the state the following information by program/type of appropriation: appropriations for 1982-1983 and 1983-1984, 1983-1984 "needs" recommendation, 1984-1985 request, percent change over 1983-1984 appropriation, 1984-1985 formula, and 1984-1985 needs computation. Funding formulas for the regular academic programs and for professional school programs are discussed. Appended are data on headcount enrollments and credit hour production for universities, senior and junior institutions, and technical institutes. (SW)
