The purpose of this resource manual is to help local education agencies implement state mandated requirements and provide effective programs for mildly mentally retarded students in Georgia. The first section presents definitions and eligibility criteria for the mildly mentally handicapped. A section on due process considers screening, referral, and comprehensive evaluation procedures for these students. Also discussed are the individualized education program, student placement, confidentiality, and exit criteria. Components of program organization are discussed in the third section and include delivery models, enrollment, certification, resource personnel, volunteers, inservice education, facilities, and transportation. The next section discusses the instructional policy for mildly mentally retarded students in Georgia, a policy aimed at providing for the improvement of learning opportunities, development of individual potential, enhancement of the student's self concept, advancement toward becoming a self-sustaining citizen, and attainment of employment potential. Outlined in this section are direct service goals and objectives, teacher responsibilities, methodological issues, curricular considerations, community resources, and related services. Following this is a checklist for program evaluation, covering such areas as prereferral screening, eligibility, due process, facilities, and personnel. The final section lists state and national resource organizations for this population. Appendices contain information on adaptive behavior, college training programs, curriculum guides and materials, adapting curricula for mildly handicapped students, teaching methods, and high school graduation requirements.
