Developing a District Inservice Plan: And Making It Work.

Guidelines for preparing local inservice education plans that will meet the requirements of Kansas State Board of Inservice Education regulations include nine steps for local districts to follow: (1) notify the State Department of Education that the district will submit a 5-year plan; (2) organize a professional development council of local certified personnel to advise the local board in its inservice planning efforts; (3) develop a needs identification process accommodating district, school, and individual inservice needs; (4) establish local inservice goals; (5) determine 1-year and 5-year inservice plan objectives; (6) identify relevant activities and develop an activity plan; (7) design the evaluation methods and criteria for assessing the program's progress; (8) submit the plan to the local board and then to the state board for review; and (9) maintain the plan through record keeping, plan updates, and plan amendments. The formation of individual development plans is also discussed. The Kansas State Department of Education's guidelines are detailed in this document, which also provides advice on inservice planning based on the experiences of the Kansas district that has followed the state program for the longest time. The advice focuses on the importance of support and commitment, of thorough preparation and communication, and of flexibility to the ultimate success of the plan. (PGD)
