Cable Television: A Method for Delivering Information.

This report presents the recommendations of a committee that was formed to explore the possibility of using cable television networks as a method of delivering extension education programs to urban audiences. After developing and testing a pilot project that used cable television as a mode to disseminate horticulture and 4-H leader training information, the committee concluded that cable television is an acceptable delivery mode that should be used in addition to, but not as a substitute for, other methods of providing extension education. Multiple viewing times within one week and evening hours were found to be important. Extension staff were urged to investigate the availability of cable television resources in their own areas and explore the possibility of sharing resources among counties, districts, and states. Some staff members resist making television programs because they consider the practice too time consuming and expensive. Inservice training is necessary to demonstrate the effective use of cable television as an information dissemination mode, to make teachers aware of the implication of emerging telecommunications technologies for informal youth and adult education, and to teach the design and production of cable television programs. Programs developed in the future should have a single, one-shot focus, and programs in a series should be independent of each other. Program marketing techniques should be developed on an individual county basis and should focus on cable subscribers. (MN)
