Ethnic Groups and Post-Compulsory Education.

This report reviews the participation of immigrant groups in Australian post-compulsory education. The report is divided into two main sections. The first reviews schools and higher education. Focus is placed on governmental funding provisions and policies and their impact on participation rate. The second section reviews migrant participation in the Technical and Further Education (TAFE) sector. It discusses the limitations of available data and the extent of participation of ethnic groups, especially in trade apprenticeships, and considers the provision of a program specifically for migrant education within TAFE. The study found that youth born in non-English speaking countries, and youth with parents born in such countries, have relatively high rates of participation in post-compulsory education, but lower rates of participation in TAFE. The high participation rate of non-English speaking background students in higher education may be related to their language difficulties and high aspiration for educational and occupational status. Students of non-English speaking background are in relatively high proportions in particular regions (e.g., Melbourne) and in Catholic schools. Their under-representation in TAFE may also result from their high aspirations, as well as the difficulties they face in entry to TAFE-associated occupations.
