This report deals with teachers' professional development on the job within the context of teaching in schools. It links the quality of learning--and the opportunity to learn--to the quality of a teacher's capacity to know what to teach, how to teach, and to whom. Comments are made on the academic preparation of new teachers and the ways teachers continue to develop while teaching. A discussion is presented on different kinds of strength among teachers in such areas as academic scholarship, knowledge about children, pedagogy, and the ability to counsel others. Examples are outlined to demonstrate how strengths in individual teachers can be used to help other teachers develop on the job. Finally, the report deals with the implications of teacher development in schools for school leaders--the principal, the school districts, the superintendent--as well as for teacher organizations, state education agencies, and colleges and universities. The appendixes include Ford Foundation activities related to teacher development in schools. (JD)
