The 20th annual report describes federally-funded compensatory programs for educationally disadvantaged children (migrants, handicapped, neglected, and delinquent) provided in Ohio through Chapter I of the Education Consolidation and Improvement Act and presents statistics for fiscal 1985, participation trends, instructional impact, expenditure and staffing patterns, parent involvement, and 5-year trends. The report indicates that during the 1985 fiscal year 139,571 children in regular term activities were served at an average cost of $765 each ($4.25/day) by 3,569 teachers who were assisted by 830 aides. Salaries accounted for 95% of all expenditures. During the past 5 years, average gains for all grade levels have been above 7 normal curve equivalent units in reading and even higher in mathematics. A total of $322,251 provided inservice education for 3,766 staff members. Over 88,000 parents were involved in individual conferences, classroom visits, group meetings, home visits, and planning sessions. Parent advisory council membership declined on the district level, but 2,119 school level advisory council meetings were held in 1985. Migrant programs emphasized development of English language skills. Instructional services for the handicapped included language development, prevocational training, infant stimulation, and speech/hearing therapy.
