Requirements for the Training and Certification of Teachers in Early Primary Education: A Review of the Literature.

This report reviews the literature pertaining to requirements for teacher training and certification in early primary education. The literature since 1975 from Canada, the United States, Great Britain, Europe, Australia, and elsewhere was examined in order to address questions of selection criteria, competencies, models of teacher education, in-service training, and certification. Findings indicated a wide divergence between child care specialists and certified teachers in institutional early primary education settings with respect to selection criteria, desirable personal characteristics, training programs offered, and basic views. The emergence of the early childhood center as a key new element in the field was noted and described. Comparisons were drawn and analysis offered of the experiences of early primary programmers and programs in various countries. Conclusions suggest that a continuing dichotomy exists between teacher education and nursery programs. It was noted that views of what was most suited to child and teacher education changed as emphasis shifed from the very young to the school beginner and on to children in grades 1 and 2. Emphasis on skill and learning increased and child care decreased in close relationship to the child's progress in age and grade.
