Intended to provide guidance on the organization of meetings on Universal Availability of Publications (UAP), this document draws on experience gained from a number of meetings already held. These meetings highlighted the nature and extent of problems associated with availability of publications, provided a forum for discussion, and proposed measures to improve the publication availability. Prepared in response to requests for assistance in planning such meetings, this text provides the program background, outlines the role of meetings on UAP, considers items that must be taken into account when planning meetings, details the format and content of meetings, and provides suggestions for evaluation and post-seminar activity. While circumstances differ from one country to another so that detailed interpretations vary, the basic framework upon which UAP depends is generally applicable. Appendices include: a list of reports on UAP; summaries of research on the UAP program; sample meeting agendas showing formats adopted in previous meetings; recommendations adopted at the UNESCO/IFLA (United Nations Educational, Scientific and Cultural Organization/International Federation of Library Associations) International Congress on UAP; and posters displayed at previous meetings.
