Evaluation of High School Principals by Boards of Education.

This document reports on a study conducted in Wisconsin to determine the relative incidence of evaluations of high school principals by boards of education, the degree of formality of these evaluations, and the sources of information and/or criteria used. Results determined that evaluation of high school principals by school boards occurs on a random basis and is formal or informal only by chance. The results further showed no significant difference between boards in the kinds or degree of formality or the sources of information or criteria used. The study indicated a need to know more about the phenomenon of high school principal evaluation and the principal-board relationship. The list of criteria and information sources needs to be reexamined for possible omissions and for its value to boards. Board knowledge of the evaluation process also needs improvement. A three-page bibliography is included. Extensive appendices provide copies of (1) the survey form used, (2) letters of transmittal, (3) tables to record survey data, (4) critical values of "chi square" and of "t", (5) a table to enter data for hypotheses, and (6) a table showing the criteria and sources of information used to evaluate the high school principal.
