This guide is intended to assist Job Training Partnership Act (JTPA) program policymakers, planners, and program operators to understand the provisions and possibilities afforded by the JTPA. The first section provides an overview of the JTPA. Discussed next are the following aspects of the JTPA planning and administration system: federal funding structure, state planning and operating structure, state job training coordinating council, service delivery areas, state planning documents, and a topical outline of a state plan. A chapter on local JTPA planning examines developing a JTPA training plan and topical outline for a job training plan; reviewing, contesting, and approving plans; and identifying and using sources of information and assistance. An index to significant federal regulations passed between January 1, 1983, and March 15, 1986, is included.
