A proposal is presented for attracting, retaining, and motivating effective educators and increasing student performance in Arizona. Written by the Arizona Education Association, the proposal targets three areas crucial to effective education: (1) professional growth and evaluation; (2) school environment; and (3) compensation. Part one of this report summarizes research findings pertinent to the quality education movement in Arizona. Part two summarizes the approach by the Arizona Education Association to education reform, and presents a model for a career development system for Arizona teachers. The third part elaborates upon the model by considering implications for the three targeted areas of change. Part four examines compensation issues and proposes a set of legislative recommendations.
