TIP--Teacher Improvement Program: The Third Year.

A 12-point program for improving the teaching profession is offered as a means to improve New York's schools. The recommendations contained in this document call for the state government to establish basic goals, standards, and guidelines for the teaching profession. However, local discretion and control are viewed as important elements in several of the proposed recommendations. The following are singled out for state action: (1) pilot career ladder programs; (2) master/mentor teacher-internship program; (3) teacher salaries; (4) Empire State Math and Science Fellowship and Scholarship Program; (5) teacher summer business training and employment program; (6) teacher resource and computer training centers; (7) New York State school recognition program; (8) New York State Commission on Teaching; (9) statewide clearinghouse and master plan on teaching; (10) strengthening teacher preparation programs; (11) discipline and tenure reform; and (12) certification and seniority.
